The Irrigation Area of Batang Angkola administratively is located in the South Tapanuli and Mandailing Natal Districts, North Sumatra Province with area 7,416 ha. The goals of this study were: (i) to know the expansion of irrigated rice field, cropping Index (CI) of paddy, productivity of irrigated rice field, and spreading of irrigated rice variety, (ii) to know the level of rice consumption per capita per year, and food balance sheet, (iii) to find out the farmer household income as project benefit receiver. The used sampling method was stratified random sampling with 180 respondents. The data were analyzed through descriptive analysis and B/C ratio. Results of study showed that (i) Areal wide of irrigated rice field is just 2.380 ha (16% of project goals) and CI of paddy is only 126%, (ii) Productivity of irrigated rice was 3.83 tonnes gkp / ha in MH 2008 and 3.98 ton MH GKP / ha MK-I 2007, lower around 23.4% (MH) and 10.4% (MK-I) from project target, dominant variety was Ciherang (82,7%), local variety were Batubara (7,3%), IR-64 (4,7%), C-4 (3,1%), and another variety such as Ciwidas (2,2%), (iii) The level of rice consumption was 162.8 kgs per capita per year, and the surplus amount of food in balance sheet was 20,01 ton gkp, (iv) income of household farmer was 13.214.316 Rp, lower 29.9% compared to goal project. To increase the production, it is needed to increase the productivity of irrigated rice field and CI of paddy through the increase of farming inputs and water discharge.
